It has a symbolic character, and is driven mainly by Trump's narcissistic idealization of Putin and his need to be associated with Putin whatever the circumstance. He needs to bask in his glow. Substance is irrelevant. That's why this whole diesel think doesn't make 'rational'/logical sense.
