But this only lets you make a local, changed copy of the image, doesn't it? Clearly that can be shared by bad actors, but the real image is still what you see on Google Earth. So verification is easy?

Given that the US State Department completely mislabelled a number of African countries at a recent AIDS conference, I reckon they’d be happy to believe a mocked-up image of a nuclear power plant in Iran. Ignoramuses going to ignoramus.
