Trump issues these cop-out EOs because when he attempts to go through legal, Constitutional or Congressional channels he comes under extreme scrutiny & avoids the Constitutional backlash his piss-poor EOs generate. At least heโ€™s smart enough to realize how profoundly unpopular his policies are.
