Bad intelligence gets used two ways. Sometimes analysts get it wrong and leaders act on faulty info. That's a mistake. Other times the intelligence is solid, but leaders strip the caveats and context so it says what they want. That's a choice. Both are dangerous, only one is a cover-up.
