Sufficiency and uniformity are not part of the current BIEN definition. How would sufficiency even be determined? It is a relative concept that varies by individual.

I can think of lots of ways to assess sufficiency... which implies both that there's no singularly conclusive way to make that assessment and that it's just can-kicking of the definition. But, e.g., one could assess by aggregate measurements like changes in homelessness or resilience of consumption.

There is certainly debate within the basic income community around the world about if the definition of basic income should contain something about sufficiency, but as of right now, it does not, and there are many good reasons why it does not, which is why so far the consensus has been against that.

Sufficiency seems like an implicit value judgment, a predetermination of what should be accomplished by basic income. There is unquestionably value in basic income without predetermining what that value must become, so it is certainly worth implementing at any level without any such consideration.
