Per a source familiar with the wording of MLB's most recent CBA proposal, the proposal includes the following mechanisms for minimum payroll and salary floor. Words in, formatting of, and emphasis within the screenshot are mine, and used due to character limits:

Salary floor discussion is moot since it pre-supposes a salary cap. I doubt the MLBPA is conceding that - we'll lose the 2027 entirely if MLB insists on a salary cap.

Are the single season and cumulative floors different? I.e. is the three year floor more than three times the single? If not, isn't the cumulative one redundant since you can't trip the multi without tripping the single? Or does it act as an additional penalty payment?

What I've heard is that they will gradually adjust the floor and ceiling each year for the first few years until they reach their desired thresholds, because it's unreasonable to expect cheap teams to sign/acquire large contracts and for rich teams to trade away large contracts in one offseason.

So the first year might be a floor of $100MM and cap of $350MM, year 2 is a floor of $120MM and cap of $300MM, and year 3 might be $140MM and $250MM, etc. (Not actual numbers being suggested, they're just examples I arbitrarily picked.) Therefore, 3-year AVG would be different than single year AVG.
