Most scones use baking powder which is different from baking soda. Baking powder contains its own dry acid. Scones and buttermilk biscuits are two similar but different things. Buttermilk biscuits in the South of the US will be crispy and buttery on the exterior/top and flaky and soft in the middle.
Self rising flour is simply soft all-purpose flour, salt, and baking powder. I keep this in my notes app: "If you do not have self-rising flour, you can use all-purpose flour, salt, and baking powder at a rate of 1.5 teaspoons of baking powder + 1/4 teaspoon salt to each cup of flour"
