Jan 3 2029 must be the end of current SCOTUS and the start of Super-USAID/NSF/NIH. Nothing less can suffice. (Jan 4 is setting election and (if voted for) pathway to statehood for all non-states (DC, PR, Guam, etc.) to sit in congress 2031 )
