Come on, think this through. There are trade sanctions on Russia. That means there's no trade to tariff.

I'm not an expert. I just assumed that the Office of the US Trade Representative would know their stuff. They say there's a deficit and others have said that Trump has been keen to reduce such deficits with these tariffs.
