"Terrorism" is just violence that the state doesn't approve of. They clearly approve of death caused by health insurance claim denials and military intervention and genocide in Palestine. Luigi is a "terrorist" inasmuch as the state cares about protecting CEOs.

Luigi Magione has terrorist charges against him. Terrorism - Intending to intimidate or coerce a civilian population. Intimidate a unite of government or government policies by violence and murder. I feel that definition applies much more to CEOs of healthcare companies.
