@cato.org Since 1990, Democrats led by +28.4 cumulative points (+3.2/race avg; +44.0M at 2024 turnout, +33.7M raw) for President and +11.0 cumulative points (+0.6/race avg) for the House. Yet Republicans won 10 of 18 House popular votes and 12 of 18 majorities.
