I think Garland perceived his job as being the responsible adult in the room whose role was to resist pressure to lock Trump up. But when Trump was guilty of multifarious offenses ranging from treason to fraud to child predation, this turned Garland into Trump’s de facto protector.

I'd revise this to add the word "hastily." He thought he had time to do things by the book, and that by-the-book was the only way to make it stick. He was wrong, but that's because he misjudged the GOP, his judicial peers, and basic electoral politics.

Same problem Mueller had. He trusted in the system and responsible adults too much. Admirable, but did not meet the moment. His report was basically "Trump is guilty of a lot of things, as outlined on page 3. Not the one specific impossible to prove thing I was asked to find, but a lot of stuff."

But rather than say that clearly for an audience that needed to hear exactly that, he went with "it's in the report" and "it's Congress' job to deal with it", which then got twisted into "Not guilty!" and that was the end of it. Except for him getting harassed and insulted for the rest of his life.
