The "false consensus effect" is where nobody is speaking out against the evil that's happening, so each person assumes that everyone else agrees that it's okay. But as soon as one or a few people finally speak out, the imaginary consensus collapses suddenly. This post is about MAGA. I hope.

I don't know if it has a name, but a similar situation is where everybody is afraid to be the first person to speak out publicly, because they're afraid that the wrath of the evildoer in question will come down on them.
