CSIS Africa Program expert Oge Onubogu writes that the decision will be treated with cautious optimism by African governments, especially with the extension of AGOA. However, African economies still harbor "significant doubts" about the administration's "trade over aid" strategy.

The ruling "provides relief for Canada and Mexico by reducing uncertainty and restoring some predictability," says CSIS Americas Program expert Christopher Hernandez-Roy. However, these benefits would be "significantly mitigated" by rising manufacturing costs under new Section 232 tariffs.

"A removal of tariffs will be greeted with expressions of relief in Australia," writes CSIS Australia Chair expert Charles Edel, who notes that tariffs have brought heavy costs in the Washington-Canberra relationship that new measures would worsen.
