why is it that so often the people driving slowly and appearing to be careful are also the ones who don't seem to believe in using turn signals ever

I think it makes some kind of sense if they don't know where they're going. they go slow because they're looking for and don't want to miss where they need to turn and they don't signal because that would require knowing beforehand

(and to forestall "but errybody's got GPS") you might be surprised by how many people have no idea how far 100 metres away (or whatever)
