Why 16 and above for gender???

For example- it may be one physical private household, with a granny flat rented. Therefor financially two separate households, to be considered independantly. No way to record independant household income Instead, my circumstance were combined with my very wealthy onsite landlords

I hope the housing/rental options are also revised. The last census options were geared towards 1950's households
