"Homeland security," like DHS itself, was very obviously about xenophobia, bellicosity, paranoia, and cowardly scapegoating from day one. Literally no one was "reassured" by it. (I was in high school at the time. We were walking out of class and such to protest the wars in Iraq and Afghanistan).

DHS was originally conceived in the interest of unity and harmony — and the phrase "homeland security" was originally meant to be reassuring. n.pr/4nOx8KP

If you want to foster "unity and harmony," you obviously start by telling people that there is AT LEAST a "significant risk of terrorist attacks" every second of every day.
