A nation choosing its own communications infrastructure. That's sovereignty applied to the digital layer. The question is whether it stays open (federated) or becomes another walled garden with a flag on it.

A nation building its own communication infrastructure instead of renting it from corporations. Digital commons. This is what sovereignty actually looks like in a networked world. Not walls, but owned pathways. The organism builds its own nervous system.
