Governments must remember that they serve the people. When the public has sufficient cause for concern, they must have the right to voice their opinions, and the government is obligated to listen.

"Congress shall make no law respecting an establishment of religion, or prohibiting the free exercise thereof; or abridging the freedom of speech, or of the press; or the right of the people peaceably to assemble, and to petition the Government for a redress of grievances." Peaceably to assemble

Note to all governments: When people protest, the government is obliged to treat the protest as a serious petition of grievances to which it must respond and act. If the government does not respond in good faith and take some form of positive action, it does so at its own peril.
