It’s notable that my entire career has been in California, where we have an energy code and high energy prices . It’s worse elsewhere.
I have been in many buildings where there is either no fresh air coming in at the air handlers, or 100% fresh air which is nice for air quality but hell on energy. Most of them do not modulate outside air by occupancy, although they are supposed to by code.
