Heres a few I can vouch for RPG Paper Maker - Mode7/Paper Mario RPG maker. No 3Dexperience needed. Dev is wonderful. 001 Game Creator - Godot and RPG maker had a codeless baby. Very powerful. Can do light maps and even 3D. Tools are robust/not catered to a single genre.

RPG Developer Bakin - 3D RPG maker with a lot of potential thanks to its community and the Steam Workshop. Ingenoire (former PSO2-tuber) has made a few mods that make porting Vroid models into the engine extremely easy. ingenoire.itch.io Smile Game Builder is the cheaper/more restrictive version.
