But “civilian” can obscure their strategic role: targeting defence executives could disrupt production and intimidate suppliers without a conventional attack on NATO. Each alleged plot still needs case-specific attribution.

Still staggers me to think how dumb the UK was in embracing Russians in the early noughties. Bit like how dumb the UK was in embracing China in the 2010s... So gullible & naive. Autocracies must find the UK hilarious.
