Why don't they make airports with huge circular runways so planes can land whatever the wind is doing?

Surely Heathrow and Gatwick can just use the M25 for that?

I wonder how many runways you could make tangential to the outside of the M25 (inside to the south and east would be problematic I guess.)

If they had built en.wikipedia.org/wiki/Lulling... it would have been almost tangential to the (not to be built for another 40 years,) M25.
