The decline of the United States is a key goal of tech fascism, which aims to end democracy and remake the world as a billionaire-run enterprise. It only looks like "chaos" if you don't grasp the strategy.

They may have the decline of the US as a goal, that doesn't mean their strategy isn't chaotic, because they are freakin' clueless as to what it takes to run a country. And it will result in chaos anyway.
