This appalling tragedy has difficult ramifications: Who decides what's an "appropriate" level of scrutiny for public figures? Is this a call for press censorship? Should public figures now disclose their mental health status?

I'm not entirely sure that when he'd already resigned as a professor and there was already plenty of ongoing academic investigation into his work it was really in the public interest to be continuing to doorstep his classmates and dig up his school reports to discredit his personal life story

Not really. He was an academic, not a public figure. Also, the absolute appropriate level is still irrelevant, when the *relative* level is so imbalanced. The eugenics loving dude who demonstrably has said much worse things than “I was mute as a kid” hasn’t had 10% of the scrutiny.

We define “public figure” a bit differently. But he should have been treated the same way as others at the same level of “public figure”. He was not. And that is the point.
