Kooij could have won if in fraction of a second he decided to follow Wærenskjold. But he and everyone all hesitated, Philipsen looking around etc

Wærenskjold overtook him completely out of the blue, at high speed, so wasn't easy to just follow. But at least he would have had to jump after Ackermann—as long as Ackermann hadn't fallen behind—but then Philipsen would have followed him too, so perhaps the result would have been the same anyway.
