They're really trying to not count non-citizen residents? That's nuts, completely flies in the face of 230 years of precedent.

I can't imagine how awkward it will be for census takers, who will basically have to take the role of a customs officer in asking people which of their roommates are bona fide citizens of this country. Really starts the conversation on the wrong foot.
