RULE: You cannot intentionally make a civilian power plant the object of an attack. VIOLATION: If a commander orders a strike on a plant simply to "break the will" of the people or cause civilian suffering, it is a clear war crime under Article 52 of Additional Protocol I to the Geneva Conventions.
