The idiot placed himself in front of her vehicle... I'd say, he's stupid , not triggered. Perhaps he was hoping that she'd move forward.

last time he was dragged not rammed (according to star tribune)...smashed in back window--of a guy who had an actual criminal warrant. not an anti-ice rioter as Noem lied. but yes...not qualified at all for this type of job.

Police are usually trained not to stand in front of vehicles due to being run down or being shot through the windshield. There are just thugs committing all sorts of crime. This was flat out murder.
