The blue states (in this case Washington and Oregon) need to be willing to say "you want the medical records, let's see you come get them". I am confident Pritzker and Walz would say "you and what army??". Not sure about other governors.

There’s a framework for trans care shield laws that could be adapted if there’s political will. A big “if”.
