I found the answer in there. The federal government issued a policy document that applied to nine states, and the court basically blocked this policy. That's why the relief is limited to those states--they were the only states affected by this policy.

Just think how easy it would be for the DOJ to fill in voter registrations for every green card holder in the USA. They are sitting ducks for arrests by armed thugs. And I wouldn't put it past them to do so. Let's hope this ruling holds.
