Chicago would be zapping these mfers with GLEE. I used to sit in the Starbucks at CNA Insurance on Jackson & watch tow trucks come grab hydrant blockers who ran in for a latte maybe 20 seconds after they parked. They’d just tow it a few blocks for later impound. Two cars snagged A MINUTE
