Isn't she saying that the *government* part of it is going faster, and that it's the business side (insurance and finance) that is the bottleneck?

Maybe that’s what she’s trying to say but that’s not what she’s saying. Even so I don’t know how you can really disaggregate them and by all accounts Santa Rosa went faster after the Tubbs fire.

Our permitting process is better than other fires is not what she’s saying by talking about applications, approvals and completions in totality. Also I don’t have Santa Rosa’s permit turnaround times ready at hand but it’s impossible to look at this and say LA’s process is going faster
