FDR had reliable super majorities in Congress and a public that was willing to suspend the normal rules to allow him to do whatever he wanted. That's the limiting factor. Biden had a 50/50 Senate reliant on Joe Manchin. Want another FDR? Give us a Senate that looks like this.
