I was talking to my grandmother the other day and she mentioned that she had an older sister who died of measles as a baby. This was probably back in the 20's. She knew a kid who died of tetnus after breaking a leg as well. People just don't remember. They don't realize how bad things can be.

Two generations of relative stability is likely to produce a population of people who take those things for granted and when that stability erodes they scramble/panic. That does not mean that the “übermenschen” are capable of control without physical violence or economic coercion.
