Is the US the only place where "buy" is used as a synonym for "believe?" Is it the only place where "can I help you?" most often means "I don't know or trust you, so I expect you to state your business immediately?"

We might hear "May I help you" or "How may I help you" in a shop. "Can I help you" is what you say after knocking on my car window because I'm parked in your driveway and just sitting there, or if you catch me going through your trash.
