floating capital concept

idk if this is the style I'll settle on, but the idea of a floating capital for the atlantic commonwealth makes a lot of sense. I think it would be nice to see the national capital anchored offshore for a few weeks each year before it goes off again

As a reminder, the Commonwealth has no executive, just permanent ministries with secretaries raised as required for specific political problems. They have a direct democracy for the unicameral legislative body, known as the mandatory ecclesia (mandatory as in "mandate")
