I did some more reading on the indicia and barcode. I used to print direct mail and design it. The barcode can be read for who sent it, but the only way to know if that is also the company that printed it would be how those items were printed. If the indica is in a box with black ink, the printer

holds the permit. If it was added later, usually in red or blue ink that looks faded, the mailing house holds the permit, but they will know which printer contracted with them. Since they are private companies, they don't have to say who it is.
