Owning the weights is only one part of control. The harder test is whether the people relying on the system can inspect changes, reproduce failures, and repair deployment when the model or its host misbehaves.

Owning the weights is only part of it though - you still need compute to run and fine-tune them, and that's still mostly rented from the same three or four clouds.
