The 25th Am, Sec 4 (Involuntary Declaration of Disability): If the president cannot or will not declare themselves disabled, the Vice President and a majority of the principal cabinet officers can send a written declaration to Congress stating the president is unable to serve.

Ever since 1945 and the Cold War the US govt seems to try and instill fear into its population . First by conducting nuclear attack drills,then communism , then axis of evil and now Iran made up threats. The idea is keep them ignorant , threatened and u can do what u want
