Because we have Some of the Greatest Research Programs still. As Grad student it maybe that a USA School is the best Program for his needs. Also the Professors are a big draw.

CA is legalizing car camping for UC students, so maybe they have some space there. Although its kind of embarrassing to put foreign exchange students in tent cities, so we should probably prioritize student housing for them. Students with rights don't have a shot at finding jobs anyways.

US is still striving for gold in the alienation Olympics .

Don’t worry. China is busy making their universities better than ours. They’ll be hoovering up these students in no time. Say goodbye to the times when foreign folks would come here and study.

Somehow driving away and disincentivizing motivated young people who want to pursue educations and careers and lives as productive taxpayers and childraisers is going to make America great again

I'm sad to say that if I were him, I'd abandon the US as it is withering on the vine and his hardly worth the threat of being seized and deported should Trump wake up on the wrong side of the bed.
