Part of the problem is that folks cannot afford it. Life is increasingly expensive and people are barely getting by. If they are blessed they may have some type of health insurance. If they have a mortgage they have homeowners that is killing them because rates have skyrocketed. The folks I know

There will be unfortunately many people that will have their world turn upside down. Basically our system is broken. You are required to have insurance if you have a mortgage but that does not mean you will be covered. Kindness of your neighbor will be your only saving grace in the end.

About 1 in 5 Californians live in an official flood zone. In Maine, flooding is our most deadly and damaging disasters. Many more people need flood insurance than actually have it. Here, during the last flood a lot of people who don't live in a flood zone but were flooded anyway, lost everything.

Yeah that stat could have also said, but 4 of those 5 are in Southern California. A few years ago in ME It rained so hard that even some towns at higher elevations that have never seen a flood, flooded. In some places it was just raining faster than it could drain. Wildfires are #1 for you guys

"That means when floodwaters come, people frequently are on their own to pick up the pieces. It's a reality communities across the country are facing after flooding hit parts of Texas, New Mexico and North Carolina in the past week alone."

Higher not further inland. I live in Maine where people think things like Blizzards and Ice storms are the worst but like most places, our most dangerous and damaging natural disasters are floods. Even if it has never flooded, if it's even possible, get flood insurance. In ME the state offers it.
