It's the same thing they do with the VA. If the VA doesn't spend all the money it has been allocated during the fiscal year, its budget is decreased by that amount. The regime slowed the process so it can reclaim the money and use it for war and baby-man's pet projects.

IMO Trump is doing to our government what private equity firms have done with companies. They claim to make companies more "efficient" by first reducing staff and "eliminating redundances". Often ending in bankruptcy. Project 2025, acting likewise. The rich getting richer as govt debt rises.
