Any use that is not on a road. The red dye signifies that no road tax has been paid. It does not describe the fuel.

Usually if you get caught with diesel fuel dyed blue (which is how they distinguish it from normal diesel), you would be hit with Tax Evasion charges. Trump Regime has just made it more difficult to catch people who are not paying taxes on diesel. 😒 FTR!!!
