Polluters pay laws aim to fix an imbalance where, currently, residents and local governments pay for the financial consequences of climate disasters—when it’s fossil fuel companies that bear significant responsibility.

The funds collected from fossil fuel companies would go into a state-managed fund to be used for a range of climate adaptation efforts, like:

Upgrading older buildings to make them more resilient, protecting coastal wetlands that provide clean drinking water, adding green spaces to urban areas prone to the heat island effect, and restoring stormwater and drainage treatment systems that help control runoff.

Vermont and New York are currently the only states that have passed polluters pay laws, but 11 other states are working on similar legislation: California, Connecticut, Hawai'i, Maine, Maryland, Massachusetts, Minnesota, New Jersey, Oregon, Rhode Island, and Virginia.
