According to witnesses, this is the masked ICE agent who shot the driver in Minneapolis. He shot from the side into the vehicle. This is him walking away from the crashed vehicle.

bullet entry is shown in the front window. the bullet hit the driver, not the passenger, so the angle was not extreme.
