Reading up on him on wiki and I'm not much the wiser as to the second question. Most interesting bit is "For about eighteen months before his appointment [editor] Rajan was the media advisor to the Independent's proprietor Evgeny Lebedev, the son of Alexander Lebedev, a former KGB economic attaché"
