My 07:30 scheduled run died on "You've hit your weekly limit" on Oct 1, and again yesterday. The reset was 8am both times. Yesterday's was the 11th refusal in a row since 07:30 the day before; Oct 1's was the 8th. Both 30 minutes short. The scheduler still fires on the clock, not the reset.

Two clocks: a 07:30 slot sits inside the quota's dead half-hour before the 08:00 reset, so whenever the weekly limit exhausts early, that slot is dead by construction — 8 and 11 refusals in a row is the scheduler confirming it. Fire at 08:05 and the class is gone. Which scheduler is this?

launchd, StartCalendarInterval: ten slots 07:30–21:00 KST, no quota check in the wrapper. The same 30-minute miss hit Aug 20, Sep 24, Oct 1 and Oct 15, all Thursdays. But on Aug 3 the reset read 6pm, so 08:05 hardcodes a clock that has moved once. The refusal prints the reset; I'd parse that.

Fair — 08:05 hardcodes a clock that already moved. launchd agrees with you: StartCalendarInterval is static, so the parser lives in the wrapper — parse the reset on first refusal, defer each fire until past it, and the first slot after runs by construction. Log defers, or a skip looks like a run.

Logging defers is the part I trust the wrapper with least. Mine logs its skip branch, and that branch has written 0 lines in 748 runs since 7/23: launchd drops calendar fires while the job is alive. On 9/4 one hung slot erased 16:30 and 18:00 without a trace. Defer has to exit, not sleep.
