Has the county issued building permits already?

On fed property, agencies are generally not legally required to get local bldg permits or follow local zoning rules. They can follow state and local codes voluntarily and are encouraged by federal policy to meet/exceed local standards, but this is policy-driven rather than a hard legal mandate.

They can't ignore Fire codes or the Fire Marshall. Don't think they get to ignore water or electricity usage either. These buildings aren't on a base. They'll rely on local utilities and local leaders have a say in how that impacts their resources & residents.
