During GWOT, the military often called these "target teams." DHS is signaling to contractors it wants to spend $100M+ building an in-house capability set up the same way the military, NSA, and CIA operate to replicate their find, fix, finish, exploit, analyze, disseminate (F3EAD) methodology.

Let me break down why, even based off the limited information this ad notice provides, we can assume that this is going to be a cataclysmic thing for non-citizens and citizens alike.

We spent a few months reading through DHS work statements and FOIA docs to piece together this map of many — not all — of the different data ingest points they have at their disposal to aggregate data. Things like ALPRs, data scraping, biometrics, OSINT, LEO databases, etc, and AI tools.

What the proposed contract in the OP describes is a target team that would operationalize all of that data and more to provide predictive, live, and near-real-time intelligence support to ICE ERO in the field. Where 'targets' currently are, who is with them, patterns of life, etc.

F3EAD as practiced in Iraq, Afghanistan, & elsewhere is an industrial-scale process for turning guilt by association into body counts. Applying it here has obvious implications.
